Yeah, I came up with this story before ever fighting a Penomena in-game. I had no idea that, unlike their Hydra cousins, they could move. So it's a blind peno, can't see them, that's why it's not moving, yeah...
Oh, and waaaay back before Amatsu, Hydras used to spawn in the Culverts. Why couldn't one evolve into something ... bigger?
